The countries of the Eurasian Economic Union (EEU) have agreed to abolish transport tax for owners of electric cars until 2020, as well as introduce a number of other benefits. The corresponding decree on the plan of measures to stimulate the production and use of electric vehicles was approved at the meeting of the Eurasian Intergovernmental Council.
The head of the Federal Customs Service of Russia, Vladimir Bulavin, made a report at the International Customs Forum – 2018, which was held October 24-25 in Moscow. During the plenary session “Customs of the Future Is Created Today,” the head of the Federal Customs Service of Russia identified four blocks that will form the basis for the future strategy of customs service development (“Strategies – 2030”): information interaction with foreign partners during the movement of goods from the manufacturer to the EEU border to control the movement of goods from the border to the consumer, the development of the infrastructure of the customs authorities, the establishment of communication between the declarants and the electronic declaration centers.
Federal Law No. 289-FZ of 03.08.2018 “On Customs Regulation in the Russian Federation and on Amending Certain Legislative Acts of the Russian Federation” was signed by the President of the Russian Federation on August 3, 2013 and officially published on the Legal Information Portal on August 4, 2018. This federal law establishes not only the procedure for customs regulation in the Russian Federation in accordance with the EEC CS, but also the sequence in which certain articles of the Federal Law of 27.11.2010 No. 311-FZ “On Customs Regulation in the Russian Federation” cease to be effective.
Russian President Vladimir Putin signed a law on expanding the regime of the free port of Vladivostok to Soviet Harbor, the document was published on the official Internet portal of legal information. The draft law was developed by the Russian government and assumes the extension of the regime of the free port of Vladivostok to the Soviet-Havana region of the Khabarovsk Territory, as well as the specification of the regulation of the organization of local self-government on the territory of the free port of Vladivostok, follows from an explanatory note.
From July 1, 2018 the threshold of duty-free import of purchases from foreign online stores will be reduced from 1000 to 500 euros per month per person. This is reported by TASS with reference to the head of the tax and customs policy department of the Ministry of Finance Alexei Sazanov. He also said that the Ministry of Finance supports the proposal of the Federal Customs Service (FCS) to impose duties on all purchases in foreign online stores. However, the official said, this measure will be possible not before 2020, when the administration of customs payments will be fulfilled, RIA Novosti
The regime of the free port of Vladivostok (FPV) can soon be introduced on the territory of the Soviet-Havana region of the Khabarovsk Territory, as reported by the press service of the Ministry of Regional Development. The draft, which will allow this, was recommended for consideration in the first reading by the State Duma Committee on Regional Policy and Problems of the North and the Far East.

Since January 1, 2018, a new Customs Code has been in force throughout the whole territory of the EEC, and the operational headquarters set up by the FCS of Russia is operating just the same, given that, unfortunately, the law on customs regulation has not yet been adopted. It should be noted that there are not many jobs at this headquarters, since all the main novels of the new Customs Code were reflected in the Comprehensive Program for the Development of the FCS of Russia until 2020, which we developed jointly with the business, with the participation of the Public Council and the Expert Advisory Council and adopted in 2017.
