The law on the introduction of the tax free system in Russia came into force on January 1 of this year, but the project will be launched later, as the by-laws necessary for the implementation of the law should be adopted in February. This was told in the press service of the Ministry of Industry and Trade. The ministry noted that testing of the tax free system in Russia will begin in the first quarter of 2018.

The portal for the remote signing of the Charter was presented on December 18, 2017 at the Joint Meeting of the Expert Advisory Council for the Implementation of the Customs Policy under the FCS of Russia and the Public Council under the FCS of Russia. At the beginning of the meeting, the first deputy head of the FCS of Russia, Ruslan Valentinovich Davydov, recalled that a year ago at such a meeting the idea of signing the Charter of Conscientious Participants in Foreign Economic Activities was laid (the Charter). The initiators of the adoption of the Charter were the Russian Union of Industrialists and Entrepreneurs, the Chamber of Commerce and Industry of the Russian Federation, the All-Russian Public Organization “Delovaya Rossiya” and the All-Russian Public Organization of Small and Medium-Sized Enterprises “OPORA RUSSIA”. This year in October at the customs exhibition the Charter was presented to the public. However, the participants of foreign economic activity still did not have the opportunity to join this document.
On December 18, 2017, a joint meeting of the Public Council under the FCS of Russia and the Expert Advisory Council for the Implementation of the Customs Policy under the FCS of Russia will take place, at which the site of the Charter of Conscientious Participants in Foreign Economic Activity will be presented (hereinafter – the Charter). This resource was developed by the IIAC in cooperation with Alta-Soft, and is intended primarily for online signing of the Charter itself, as well as the Declaration on the approval and support of the Charter (hereinafter – the Memorandum). In addition, the site is expected to host a register of signatories and information materials related to the Charter.
Representatives of the IIAC together with the company RTA visited one of the largest IT events – Discover 2017, organized by Hewlett Packard Enterprise (HPE) and held from 28 to 30 November in Madrid. At this annual event, the world’s leading manufacturers presented their innovative products and solutions to thousands of top IT professionals from around the world.
A round table “Trade and Logistics in the North-South Transport Corridor” took place in the Russian Chamber of Commerce and Industry in Moscow. “Business cooperation between Russia, Azerbaijan and Iran.” The event was held within the framework of the joint project of the ICG Business Dialogue Media and the Chamber of Commerce and Industry of the Russian Federation with the support of the Trade Representation of Russia in Azerbaijan. It was attended by representatives of the relevant ministries of regional governments, business councils of the RF CCI of the specified areas, the Russian export center, the REC export school, etc.
Vladimir Putin signed a law on the introduction of a tax-free system in Russia. The document was published on November 27 on the official portal of legal information. It is a question of compensation of the value-added tax for foreign citizens when exporting goods purchased in Russia.
The Public Council under the FCS of Russia entered into a model agreement on the Charter’s website for bona fide foreign trade participants. Already this year, the IIAC, with the support of Alta-Soft, is implementing the system of remote signing of the Charter by the participants in foreign economic activity. With the help of digital signatures and a secure Internet protocol, participants in foreign economic activity will be able to sign the Charter from any end of Russia in real time. Public associations and associations will also be able to participate in this landmark event and sign a memorandum on the website, thus expressing their support for the Charter and its participants.
At the moment, the Public Council under the FCS of Russia is working with the leadership of the FCS of Russia to develop a system of mutual format of communication with bona fide participants in foreign trade activities. Stay tuned!
