The portal for the remote signing of the Charter was presented on December 18, 2017 at the Joint Meeting of the Expert Advisory Council for the Implementation of the Customs Policy under the FCS of Russia and the Public Council under the FCS of Russia. At the beginning of the meeting, the first deputy head of the FCS of Russia, Ruslan Valentinovich Davydov, recalled that a year ago at such a meeting the idea of ​​signing the Charter of Conscientious Participants in Foreign Economic Activities was laid (the Charter). The initiators of the adoption of the Charter were the Russian Union of Industrialists and Entrepreneurs, the Chamber of Commerce and Industry of the Russian Federation, the All-Russian Public Organization “Delovaya Rossiya” and the All-Russian Public Organization of Small and Medium-Sized Enterprises “OPORA RUSSIA”. This year in October at the customs exhibition the Charter was presented to the public. However, the participants of foreign economic activity still did not have the opportunity to join this document.

To join the participants of foreign economic activity throughout the country, it was decided to make the Charter a remote one. Modern technologies were used in the implementation of this project. The portal presented at the meeting allows, through the use of a qualified electronic signature (CEP), to sign a Charter to the members of foreign economic activity, and to associations, associations and public organizations to join the Declaration on the approval and support of the Charter (Memorandum). Since the certificate of CEP has in its composition certified information about the organization, the signing of the document becomes as fast and convenient as possible. The main requisites of the signer are automatically downloaded from the certificate of the verification key of the EP, and the representative of the organization can only correct or supplement them. Information about the organization in online mode will appear in the list of signers on the Charter website.

To provide an opportunity to join the Charter of organizations that do not have CEP, a form of application for accession will be developed. The signed application will be processed manually by the Secretariat of the Public Council under the FCS of Russia.

During the board meeting, the Charter was repeatedly mentioned in the discussions, in particular, as one of the possible criteria in the risk assessment system. The Charter provides an opportunity for organizations to declare their desire to work in the foreign trade market in good faith, maximize the reliability of declaration, facilitate the implementation of effective customs control, minimize the number of violations of customs regulations and counteract corruption.
