Transcript of Vladimir Bulavin’s speech at the conference “Customs Legislation 2018: First Results of Practical Application“, organized by the Public Council under the FCS of Russia.

Since January 1, 2018, a new Customs Code has been in force throughout the whole territory of the EEC, and the operational headquarters set up by the FCS of Russia is operating just the same, given that, unfortunately, the law on customs regulation has not yet been adopted. It should be noted that there are not many jobs at this headquarters, since all the main novels of the new Customs Code were reflected in the Comprehensive Program for the Development of the FCS of Russia until 2020, which we developed jointly with the business, with the participation of the Public Council and the Expert Advisory Council and adopted in 2017.

March 15 an expanded meeting of the Expert and Public Council under the FCS of Russia

On March 15, an expanded meeting of the Expert Council and the Public Council under the FCS of Russia was held. The agenda included consideration of the results of the work of the Russian customs authorities in 2017 and tasks for the year 2018, a new format for the work of the Expert Advisory Council for the Implementation of the Customs Policy under the FCS of Russia, as well as keeping the register of the Charter of Conscientious Participants in Foreign Trade.

Agreement on cooperation between IIAC and Alta-Soft is concluded

On June 14, 2017, the Cooperation Agreement was signed between ANO International Information & Analysis Centre for Supply Chains Security and Alta-Soft, according to which research and analytical activities will be carried out based on statistical data and feedback from participants in foreign economic activity, Aimed at eliminating bottlenecks in customs clearance procedures.

Alta-Soft is a leading company in the information services market, engaged in the development of software for declarants and traders.

Chairman of the Public Council under the FCS of Russia L.A. Lozbenko took part in the Public discussion of the results of the law enforcement practice of the Federal Customs Service on the basis of the results of the first quarter of 2017, which was held on May 31.

The Minister of the Government of the Russian Federation M. Abizov, the head of the Federal Customs Service of Russia V.I. Bulavin, the members of the Public Council under the FCS of Russia, the heads of the departments of the central office of the FCS of Russia, representatives of industry associations, public associations, and mass media took part in the discussion.
During the event, the problems of applying the provisions of the customs legislation were discussed, answers were given to the questions of the participants in foreign economic activity.

Signing of the Cooperation Agreement between the IIAC and the Public Council under the FCS of Russia

On June 7, 2017, the Federal Customs Service of Russia signed an Agreement on Cooperation between ANO “Interregional Information and Analytical Center on Supply Chain Security Problems” and the Public Council under the FCS of Russia.

The document signed by the parties will become the basis for the beginning of joint work on studying and solving the problems of the participants in foreign economic activity, creating favorable conditions for interaction between customs, citizens and business.

Heads of organizations Pavlov P.I. and Lozbenko L.A Expressed confidence that the implementation of the agreements reached will help the participants in foreign trade activities and the FCS to better understand each other, which in the end will allow the interaction of business and the state to a new level.
