The Federal Portal of Draft Normative Legal Acts has posted a draft resolution of the Government of the Russian Federation “On Approval of the Procedure for the Functioning of the National System of Traceability of Goods”.

On there is a draft resolution of the Government of the Russian Federation, prepared by the Ministry of Finance of Russia, which defines the rules for the functioning of the national system of traceability of goods. The project was created for the purpose of ensuring the readiness of the national traceability system in the Russian Federation and approbation of control functions that must be ensured before the entry into force of the Agreement on the mechanism of traceability of goods imported into the customs territory of the EAEU.

The draft stipulates that from January 1, 2023, electronic document flow operators are required to submit, in accordance with the established procedure, to the regional branch of the Federal Tax Service of Russia, documents in electronic form containing the invoice traceability details, including correction or universal transfer documents, universal correction documents.

The FCS was instructed, within three months from the date of entry into force of the resolution, to approve the procedure for assigning a registration number of a batch of goods subject to traceability to goods subject to traceability for disposal (sale, processing (disposal), destruction) of these goods.

The resolution will enter into force one month from the date of its official publication, with the exception of paragraph 1 of the resolution (on the approval of the procedure for the functioning of the traceability system), which will enter into force on July 1, 2021, but not earlier than one month from the date of official publication of this resolution …

Public discussion of the project will end on April 26, 2021.

Traceability is currently being carried out as part of an experiment that has been extended until June 30, 2021. Several groups of goods are controlled, including refrigerators, washing machines, electronic integrated circuits.
