The IIAC, with the support of its partners, carried out the development and implementation of the system of signing the Charter of Conscientious Participants in Foreign Economic Activity and is currently supporting it.
The initiators of the adoption of the Charter were: the Russian Union of Industrialists and Entrepreneurs, the Chamber of Commerce and Industry of the Russian Federation, the All-Russian Public Organization “Delovaya Rossiya” and the All-Russian Public Organization of Small and Medium-Sized Enterprises “OPORA RUSSIA”. In October 2017 at the customs exhibition the Charter was first introduced to the public, and from December 25, 2017 the possibility of its remote signing was opened to all comers.

Participants of foreign trade activities can sign the Charter with the help of a qualified electronic signature (QES) on the portal www.dobro-ved.ru. For associations, associations, public organizations and other structures that are not participants in foreign economic activity, there is also an opportunity to join the Declaration on the approval and support of the Charter.

Since the certificate of QES has in its composition certified information about the organization, the signing of the document becomes as fast and convenient as possible. The main requisites of the signer are automatically downloaded into the form from the key certificate. Information about the organization in online mode appears in the list of signers on the Charter website. The whole process takes a couple of minutes.

Accession to the Charter can become one of the criteria in the system of risk assessment. It provides an opportunity for organizations to declare their desire to work in the foreign trade market in good faith, maximize the reliability of declaration, facilitate the implementation of effective customs control, minimize the number of violations of customs regulations and counteract corruption.
